On 21 September1971, while on operations in Phouc Tuy Province, Private Kempís platoon made contact with elements of 33rd North Vietnamese Army regiment who were occupying a bunker system.

In the initial engagement at 0900 hours, a machine gunner was hit by enemy fire and remained in an exposed position. Private Kemp crawled forward under fire and protected his fallen comrade while he ascertained the manís condition. Discovering him to be dead, Private Kemp repeatedly attempted to retrieve the body under intense fire until he was ordered to withdraw.

Private Kempís display of courage, aggressiveness and compassion for a fellow soldier reflect great credit upon himself, his Regiment and the Australian Army.
